here. >> you can see it is backed up all the way out to the maze, partially because of an earlier issue with a car fire in the 5:00 hour. so it's been a minute. the traffic is going to be backed up a little bit, though, as you drive through the bay bridge toll plaza. it is not a terrible once you get on to the bridge. i do want to mention that the east bay commute in general is beginning to be a little bit slow. west 80, right near carlson. there's a crash there and now traffic backing up to el sobrante and highway four has a pretty big backup from pittsburgh to concord. 701 let's go back to the headlines. >> okay, sal, thank you. well, today students in oakland will be going back to school, and students of all ages may see some changes this year. ktvu james torres joining us live to talk about this new school year in oakland. good morning, james dave, good morning to you. >> we are just across the street just outside of manzanita community school. this is one of many stops that the school superintendent will make this

morning on a tour of welcoming students, teachers and staff back to school and entering a new school. year of course, we're just a few hours away from the first bell of the school year, where we will see some new upgrades and changes embraced by the school district. that includes 18 new principals within the school system, four of which attended oakland schools as students. in fact, about one in every five principals within the district is a former oakland unified school student. according to ausd superintendent. the district has been working on deep cleaning schools and upgrading campuses leading up to day one. that includes new windows, new flooring and safety systems, and new libraries and playgrounds at select schools, teachers have been setting up their classrooms and finalizing their lesson plans. >> school leaders just attended our annual leadership institute and left with latest plans for an exciting and joyful school year and feeling energized and inspired by their colleagues.

>> and for the first time, the district will also launch its fleet of fully electric school busses. it will be the first in the nation to exclusively use ev busses to take students to and from school campuses. one other change for high school students, 16 and 17 year old students, will now be allowed to vote in school board elections, and for the younger students, the district superintendent says this will be the first time in since 1980, rather, that all elementary schools will have some sort of performing arts programs. school leaders may also have some difficult decisions to make this year. budget deficits are growing and school closures and consolidations have been a conversation for years, the superintendent says. with declining enrollment happening all throughout the state, all options are still on the table in terms of trying to optimize these school buildings. we'll be talking with the superintendent a little later this morning. we'll keep you updated on what the first day of school looks

like all morning long, right here on mornings on two. for now, we're live this morning in oakland. i'm james torres, ktvu, fox two news. >> all right james thank you. time now 704. we're now learning that the body of a man was found at golden gate park near the outside lands music festival. the man's body was found yesterday afternoon about 1 p.m. police say his death does not appear to be related to the outside lands festival. he was found locked inside of a porta potty on nancy pelosi drive, about a mile and a half outside of the festival. when firefighters broke in there, the man was lying on the ground unresponsive. investigators are still trying to figure out the cause of death, but early investigation show no sign of foul play. >> and new report finds crime rates across the country have continued to fall in 2024. the report from the major cities chief association, made up of police chiefs from across the country, shows a 7% drop in violent crime in the first six months of the year and that

includes cities here in the bay area. that data showing that oakland and san francisco have both seen a decline in homicide, rape, robbery and aggravated assault since last year. san jose saw a decline in rape and robbery and a slight increase in homicides and assaults. >> our time now. 705 new. this morning, donald trump reportedly plans to sue the federal government over the raid of his mar a lago home in florida back in 2022. fox news is reporting trump's legal team plans to sue the justice department for $100 million in damages, claiming the raid was done with intent to engage in political persecution. that fbi search was in connection to classified records which were found at trump's property in florida that last month, a judge dismissed all 37 felony counts against trump in connection with that raid, arguing the special counsel for the case was improperly appointed. the department of justice has not responded to that reported lawsuit.

>> vice president kamala harris is back in washington, dc, this morning after her whirlwind campaign across the country. let's go to ktvu. andre senior, who joins us now from the newsroom to talk about the vice president's last stop on that trip, which was, of course, right here in the bay area. good morning, andre. >> good morning to you, claudine. the presidential election just 12 weeks away now. and while california is not a battleground state, we are ground zero for raising campaign cash. and it's likely vice president harris will be back between now and november 5th for more multi-million dollar fundraisers. >> yes, it's very exciting. all different age groups are supporting her, and it just seems like there's a real momentum and a real positive energy. >> well, a long line of donors waited to enter san francisco's fairmont hotel. tickets ranged from $3,300 to half a million. the campaign says about 700 people attended, including disney executive former disney executive jeffrey katzenberg, san francisco giants president

larry baer, former house speaker nancy pelosi, california attorney general rob bonta, governor gavin newsom and san francisco mayor london breed. >> i've been out in the community in different neighborhoods, and people are just telling me about their excitement for kamala harris and what this means to san francisco and what this means to the country. >> a reporter inside the event says pelosi kicked off the fundraiser by telling everyone to take pride in the candidate for president, saying harris shows great strength and is politically very astute. harris then spoke for about a half hour. topics included affordable health care, voting rights, gun violence, lgbtq plus rights and abortion access. >> i've had this for a long time and it says someday a woman will be president. we had a very low turnout for a presidential election here in california for the primary. but i think things are going to change and people are feeling energized and are going to get out there and vote. november >> the harris campaign says it raised more than $12 million at the fairmont event. the ballroom

transportation. like without it, my mom couldn't get to her job. without it, i couldn't get to my job. and so that really made me fear for those who really, like, rely on their cars. >> now, walnut creek police say it's really important to be vigilant, pay close attention to anything suspicious around parked cars, especially during late night hours. and they're urging car owners park your cars under well-lit areas whenever possible. >> well, after more than a century of living without house numbers or addresses, a coastal tourist destination may finally see a change. the city council in carmel by the sea voted 3 to 2 to move forward with the plan to actually issue street numbers. many homeowners in that 3300 person town fought against that proposal for decades. they want to preserve the town's character, but others disagree. >> i just don't think it's necessary. i mean, honestly, we lived this way for 100 years. we don't need them.

usual from 238 into the union city area. so give yourself extra time there. 680 is a little more normal. south bay commute doesn't have a lot going on. this is your window of opportunity, so to speak, to get over to cupertino, sunnyvale or palo alto before the huge crowd gets on the freeway at 718. it looks overcast in many places. here's steve. >> it is indeed sal. we have a pretty good, pretty good. again, we haven't problems again. can you hear me now? okay. all right, all right, a low is dropping in here. now, if i put in the upper air pattern, this is at 18,000ft. you can see the little dip in the jet stream. that's what's over us. also funneled in some higher clouds on the weekend. but this low is really ramped up. the fog bank, sonoma, livermore, redwood city, san jose. down we go. 76, 82, 75 and 76 on the forecast at least. my forecast highs 24. gusts to 31 at travis. i mean that's a big time delta breeze there. and

vendors to do business in certain areas. city plans to install mobile vendor plazas at three locations. it will be a place for these businesses to make money in a regulated area. the city recently imposed some new regulations requiring street vendors to get permits or face fines. the new pilot program is aimed at striking a balance between the needs of the street vendors and local businesses, who worry about the unregulated merchants. >> we want to make sure that, our sidewalks don't get blocked, but also giving opportunities to street vendors to have a business. >> now, the plazas will be open to all street vendors during different times and days of the

this in august usually. you know, i wait till september. october. but that is leading to a significant drop in the temp. so it's a cool change today. sunny, but cooler, breezy to windy fog. i mean, it's already retreating for some, but the mere the air aloft is significantly cooler too. that's kind of the key here. 6070s and low 80s. all right, over to sound now at 730. and he'll tell us what? >> well, i'm telling you that some of these commutes are going to be busy. let's start off with the bay bridge toll plaza. i want to show you that. and it is backed up for about a 10 to 15 minute delay. it was worse earlier. we had a crash in the 5:00 hour that's been gone, actually, was a car fire that's been cleared. now we look at highway four is slow because of earlier issues. 680 is getting slower and 80 as well. we had some earlier crashes there. we still have a crash southbound 880 near industrial. it's backed up from 238 heading on south. the peninsula looks good and the south bay commute is beginning to wake up a little bit with a couple of minor crashes. still, can get a good commute there if

you leave the house soon. 731 let's get back to the headlines, okay. >> thank you sal. well, happening today. the protesters who did block the traffic on the golden gate bridge, this was back in april, have until the end of today to turn themselves in or be arrested. let's go now to ktvu. ali rasmus, who's joining us now live to talk about the charges those 26 people are now facing. good morning to you ali. >> good morning claudine. yeah they face a range of charges from felony conspiracy to trespassing to false imprisonment. san francisco district attorney brooke jenkins announced the charges over the weekend and issued warrants for the arrest. of those 26 people, if they do not turn themselves in to a chp office by the end of the day. back on april 15th, a group of people drove and biked onto the golden gate bridge and then stopped traffic and chained themselves to several vehicles. the group was protesting the war in gaza and us support of israel's military operations. but because of that protest, the chp estimated there were about

20,000 drivers who were trapped on the bridge in both directions for a period of five hours. the da's office lists those drivers as victims in this case, noting that they not only missed work and school, but at least one driver missed an important surgery to remove a brain tumor, and another driver ran out of water for her babies infant formula. in a statement, the da's office said, quote, they were held against their will at the mercy of the 26 people involved in this event. end quote. now, in response, an attorney for the protesters say says that the da's office is overcharging, saying, quote, instead of supporting a ceasefire in gaza, district attorney jenkins has filed felony charges in over 40 misdemeanors on each of the 26 people charged. going on to say this is an incredible waste of resources for a nonviolent political action. end quote. now, the 26 people who are facing these charges involved in that protest have until the end of the day today to turn themselves into a chp office or face arrest. meanwhile, some of the supporters plan to be

outside the san francisco jail around 8:00 this morning for a rally to voice their opposition to these charges live in san francisco. ali rasmus, ktvu, fox two news okay, ali, thank you. >> time now. 733 new this morning, the white house cracking down on what it calls everyday headaches and hassles that waste the time and money of americans. new regulations target excessive paperwork. long wait times and other corporate abuses. the proposals include making it easier to cancel subscriptions and memberships, requiring airlines to automatically offer refunds because of flight disruptions, streamlined communication between parents and schools allow patients to submit health claims online, and also challenging customer service chat bots. well, president biden is hinting that democrats, including former house speaker nancy pelosi, did pressure him to drop out of the election. >> president biden gave his first extensive one on one

interview since ending his reelection campaign. while he says he still believes he could have been commander in chief for four more years, he pointed to how the presidential vote can affect down ballot races and elections for congressional seats, and the governor's offic. >> a number of my democratic colleagues in the house and senate thought that i was going to hurt them in the races, and i was concerned if i stayed in the race, that would be the topic you'd be interviewing me about. why did nancy pelosi say, why did so? and, and i thought it would be a real distraction. >> pelosi reportedly played a critical role in persuading president biden to step aside, but pelosi herself has been tight lipped about the days leading up to that decision, when the decision to be a better campaign, >> so that we could win. i did not think we were on a path to victory. so that was really more the thing he made his decision that that would be accomplished by him stepping aside.

>> president biden also pointed to his age, saying he viewed himself as a transition candidate. he is going to campaign with vice president harris this thursday in maryland. >> our time now, 735 today is the first day of the new school year for students in the oakland unified school district. and as the students are heading back to school, changes are waiting for them. the school district superintendent says there are new programs and key initiatives to help students become ready for college careers, and also ready to help their community. oakland unified will also begin the school year with new green school busses, making it the first major school district in the nation to transition to a 100% electrified school bus system. >> the new school year means new policies for teachers and students across california. we want to show you just a few of the new laws affecting education programs and curriculum at public schools. districts are placing higher premiums on mental health. schools are banned from suspending students

for defiance. and there's more transparency about the cost of classes and the materials needed. teachers are also required to have more lessons on climate change, and another new law in california that went into effect this year adds elementary schools to the public. schools that must offer a free and adequate supply of menstruation products. public schools across the state are now required to provide those products to younger students. in third, fourth and fifth grades. this comes in response to a recent cdc study that roughly 10% of students start their menstruation periods by the age of ten, and a new state law will require california state university campuses and community colleges to disclose up front. the estimated cost of course materials. the law also asks the university of california campuses to do the same, but it does not make it a requirement. these schools have until 2028 to provide the information for at least 75% of their courses, and it is intended to promote price

transparency for students, many of whom will spend more than $1,000 on books and supplies. this year. >> all right. our time is 737, with schools starting during the next month. children have to change to new schedules now, adjusting from summer vacation to fall classes. you know, it can be tough on their young bodies. one of the biggest challenges getting enough sleep or at least getting quality sleep. the children who don't get enough rest will have problems staying awake in class. their grades could suffer. now. sleep specialists recommend trying to get your kid to bed as early as possible, but if that's not possible, try to bump up their bedtime by at least an hour each week until school begins and definitely turn the phone off. >> it's kind of like falling asleep with your front door open. there's something out there. maybe your mind is just thinking, what could be going on over there. let me let me just check really quickly. it just

on steve's forecast highs, that would be 76. that's the spirit. sonoma 8275 and san jose also at 76 degrees i'd say that's a robust onshore wind out of travis 24 west southwest to 31 low clouds made it out to cordelia. that's a pretty good push. 50s on almost all the towns, mainly 50s. there's a couple of 60s, mainly 50s point rays, 52 cold water temp. that's cold point arenas. also in there, san francisco, bowie and half moon bay 54, monterey. bowie also 54. so i think we're going to get through the entire summer without 60 degree water temps, which is remarkable, low clouds making the charge up the napa valley, of course, up from 101 north up towards healdsburg. and then it kind of fizzles out a little bit. it's still on the coast. those are higher clouds coming into santa cruz, santa cruz mountains, and also gilroy. there's still a few leftover, but the bulk of them have moved off into nevada, a low coming down right off the coast there, pacific northwest and there it is. and the dip in the jet

like when that happens. highway four is still slow. so is 680. so some of these commutes are still slow. the richmond bridge has a curious amount of slowing. once you get over toward marin, as you drive past san quentin and get over to sir francis drake, there's kind of a bigger slowdown getting off that span. san mateo and dumbarton bridge are okay. the peninsula is nothing to write home about, and then the south bay commute does have some trouble spots, but for a monday it's actually looking better. this certainly looking better than we had a couple of days last week. 750 let's talk about today's overcast start. here's steve. >> all right. thank you. lots of low clouds some breaks in the clouds especially south now but mainly 50s on. the temps were into a cooler pattern here. 50s couple of low 60s. but most locations still in the 50s. you can see pretty good fog bank north out over san pablo bay out to american canyon hiddenbrooke vallejo, cordelia, then all the way up to napa valley and of course, up 101, it looks like. how far does it go up there? just just shy of cloverdale. so and then also but some breaks

san jose south. but those are higher clouds coming over santa cruz, santa cruz mountains maybe a little bit on the peninsula. the bulk of those have moved off, though, into central sierra, the ones we had yesterday and also into nevada. you can see those that line there system is dropping down from the north, which is a little unusual to see here for this time of year. right there. and when i put in the jet stream, or i put in the 500 millibar, which is 18,000ft, you can see that little dip right there. and that's what's over us, and that's what's going to develop over us. so as the low settles in, that gives us more of an onshore wind cooler temps, cooler pattern monday, tuesday might be similar. maybe slightly warmer, but more so wednesday thursday. but take a look at this over the next week or so. look at seattle. we're looking at two thirds of an inch of rain. portland over a quarter of an inch, even down to eugene. one forecast model does bring a little bit of light rain into northern california. not this far south, but i think the 8 to 14 day outlook is one that bears watching here. a cool change today. sunny but cooler, breezy to windy. we're in the 80s

moon bay. look at this video posted on social media capturing the moment as the two were paddling out from pillar point harbor on tuesday. one of the kayakers told us the shark was following them for about five minutes before swimming away. he says the shark was bigger than their kayaks, which were about 13ft long. he also described the shark as being peaceful and curious, and while things could have gone wrong, he said the encounter actually was special. well, marine mammal experts are trying to figure out what caused the death of a whale that washed ashore at a popular beach in southern california. a 50 foot fin whale was first seen saturday evening at torrance beach, about 25 miles south of downtown la. the lifeguards say the whale appeared to be sick and distressed, and it died later that same night. >> it's definitely pretty sad. >> it's kind of rare when you see a large mammal beached on

thursday i think thursday was that terrible day we had last week. richmond bridge has recovered. that's nice. and so has the bay bridge toll plaza, although there's a little bit of a backup. it keeps going up and down. it definitely is better than it was just about a half hour ago. 801 let's get back to the headlines, marcel. >> thank you. today, students in oakland will go back to school, and many of them will see some changes this year. ktvu james torres joins us live from the manzanita community school in oakland, where the superintendent is expected to welcome students and teachers to a new school year. james andre, good morning to you. >> yes, this will be the first stop for the oakland schools superintendent. here behind me, you can see that some parents and teachers are starting to make their way into the school building this morning. we're not far away from that first bell of the school day, and the district says it is welcoming changes and upgrades this year. that includes 18 new principals within the school system, four of which attended oakland

schools as students. in fact, about one in every five principals within the district is a former oakland student, according to ausd superintendent. the district has been working on deep cleaning schools and upgraded campuses leading up to day one. that includes new windows, new flooring and safety systems, and new libraries and playgrounds at select schools. >> teachers have been setting up their classrooms and finalizing their lesson plans. school leaders just attended our annual leadership institute and left with latest plans for an exciting and joyful school year and feeling energized and inspired by their colleagues. >> and for the first time, the district will also launch its fleet of fully electric school busses. it will be the first in the nation to exclusively use ev busses to take students to and from campuses. really, that only affects those students who live with special needs, because that's the only group of students that the school

district supplies busses for. one other change for some high school students, 16 and 17 year old students will now be allowed to vote in school board elections. and for the younger students, the district superintendent says this is the first time since the 80s where all elementary schools will have some sort of performing arts programs. school leaders will also have some difficult decisions to make. this year. budget deficits are growing and school closures and consolidations have been a conversation for years. the superintendent tells ktvu. with declining enrollment statewide, all options are on the table to optimize the use of school buildings in the district. we're live this morning in oakland. i'm james torres, ktvu, fox two news. >> james thank you. 8:04. now we're now learning that the body of a man was found at golden gate park, near the outside lands music festival. that body discovered yesterday afternoon around 1 p.m. he was found locked inside of a porta potty on nancy pelosi drive, about a mile and a half outside of the

festival. when firefighters broke in, the man was lying on the ground unresponsive. investigators still trying to determine the cause of death. but early investigations show no signs of foul play, and police say his death does not appear to be related to outside lands. >> a new report finds. crime rates across the country have continued to fall in 2024. the report from the major cities chief association, made up of police chiefs from across the country, shows a 7% drop in violent crime in the first six months of the year. that includes cities here in the bay area. the data is showing that oakland and san francisco both have seen a decline in homicide, rape, robbery and aggravated assault since last year. san jose saw a decline in rape and robbery, and a slight increase in homicides and assaults. >> the pro-palestinian protesters, who shut down the golden gate bridge on april 15th, face a deadline of today to turn themselves in or face arrest. this past weekend, the san francisco district attorney announced it has issued arrest warrants for 26 people. the demonstration closed the bridge in both directions for nearly five hours. protesters blocked

traffic and chained themselves to several vehicles. they now face a mixture of charges. among them are false imprisonment, obstruction of thoroughfare and trespassing, as well. >> new this morning, donald trump reportedly plans to sue the federal government over the raid at mar a lago back in 2022. fox news reports that trump's legal team is planning to sue the justice department for $100 million in damages, claiming the raid was done with intent to engage in political persecution. the fbi search was in connection to classified records that were found at trump's florida property. last month, a judge dismissed all 37 felony counts against trump in connection to that raid, arguing the special counsel for the case was improperly appointed. the doj has not responded to the reported lawsuit. >> 806 now, the presidential election just 12 weeks away, and while california is not a battleground state, we are ground zero for raising campaign cash. and that is why vice president kamala harris was here for a campaign fundraiser this weekend. and it's likely the

who blocked the golden gate bridge and caused a massive traffic jam last april. let's go now to ktvu. ali rasmus, who is live in san francisco with an update on this morning's legal proceedings. ali >> good morning claudine, we're inside the san francisco county jail where you can see there's four of the 26 people charged with this protest are now turning themselves in. we're looking at the san francisco sheriff looking at their ids, processing some of the initial paperwork. we asked some of the folks here, the protesters who were turning themselves in, if they'd be willing to talk with us. they're not. so we're just watching them go through the process of turning themselves in. they are facing charges ranging from felony conspiracy to trespassing to a failing to disperse. so while this is happening here outside, there's a group of about over 100 people who are rallying in support of them. you can hear a lot of drumming, chanting, music, signs, the people here are

calling for the charges against the 26 protesters involved in that golden gate bridge protest back on april 15th, to have those charges against them dropped. now, you'll recall back in april, this group was protesting the war in gaza and us support of israel's military operations. but because of that protest, the chp estimated about 20,000 drivers were trapped on the bridge for a period of five hours. the da's office lists those drivers as victims in this case, noting that they not only missed work in school, but that at least one driver missed an important surgery to remove a brain tumor. another driver ran out of water for her baby's infant formula. in a statement, the da's office said, quote, they were held against their will at the mercy of the 26 people involved in this event. end quote. now, as a result, some of the charges protesters face include, as we mentioned, false imprisonment because those drivers were trapped, along with felony conspiracy and a short time ago, we spoke with a representative for the group rallying out here who explained

to help students become ready for college careers and community ready as well. oakland unified will also begin the school year with new green school busses, making it the first major school district in the country to transition to 100% electrified school busses. >> the new school year means new policies for teachers and students across california. here are just a few of the new laws affecting education programs and curriculum at public schools. districts are placing higher premiums on mental health. schools are banned from suspending students for defianc, and there is more transparency about the cost of classes and the materials needed. teachers are also required to have more lessons on climate change. and another new law in california went into effect this year. it adds elementary schools to the public schools that must offer a free and adequate supply of menstruation products. public schools across the state are now required to provide those products to younger students. in third, fourth and fifth grades, and that comes in response to a recent cdc study that found that

club facility. the reading cinemas building in rohnert park shut down unexpectedly in november, leaving vacant 74,000ft!s of space plans to convert it into a health club were approved by the city last week, and plans include 17 indoor pickleball courts, 16 outdoor courts, a gym and a health spa, including space for red light therapy. the developer says this is expected to be the largest health club in the north bay in oakland, two beloved organizations just received $400,000 in grant funding. the money is going oakland zoo and children's fairyland. it will support education and youth program the east bay. the funds were announced by congresswoman barbara lee last week. the grants come from the institute for museum and library sciences. >> students in one of the bay area's largest school districts are headed back to the classroom. today. we're live in oakland with a look at how the district is getting ready for the new school year. >> then vice president kamala harris returns to the bay area on her campaign trail. >> i'm with her 100% really chance for all of us to show that we are there for her and
